General Questions

Q:    Where did the Cluster Heron come from?
A:    The Heron, who appears on the sculpture at the entrance to Waters Edge Lane, was designed by Art Lambert.  The Cluster Board adopted the Heron as the Cluster logo on March 6, 2002.

Q:    When was the Cluster built?
A:    Between 1971 and 1972.

Q:    Who was the architect for the townhouses?
A:    Ron Taylor.

Q:    How big is Lake Anne?
A:    27 acres, or 50 million gallons.

Trash and Recycling

Q:    On what days is trash picked up in the Cluster?
A:    Tuesdays and Fridays, except on holidays; Recycling is only on Fridays

Q:    When should I put out my trash and recycling?
A:    Please do not proudly display your trash and recyclables until the evening before pick up.

Q:    What material should be recycled?
A:    Newspapers, bottles, and cans should be recycled.

Q:    Do we need to separate recyclables?
A:    Newspapers should be put inside paper bags and separated from other recyclables.  Cans and bottles may be put out together.

Q:    How do I dispose of a broken washing machine?
A:    You may call BFI to make arrangements for special pickups.

Q:    Are there charitable organizations that are willing to pick up old clothes, toys, etc?
A:    Yes.  Purple Heart, AMVETS, and others.
 

Parking

Q:    How many parking spaces, in addition to my garage, are reserved for my exclusive use?
A:  Each townhouse has one identified reserved parking space for the exclusive use of parking an approved vehicle.  (See "Rules and Regulations " for more information)

Q:    What are the additional spaces for?
A:    These are "guest" spaces.  They may be used for the convenience of guests and delivery vehicles, but not for a continuous period longer than 48 hours. (See " Rules and Regulations " for more information).

Household Pets

Q:    What about Sparky?
A:    The Moorings Cluster Association welcomes and embraces your pets.  In return, it is expected that pet-owning residents will clean up after their pets and ensure that pets do not pose a health or safety hazard.

Covenants

Q:    Can I cut down all the trees in my backyard and landscape as I please?
A:    Cutting trees generally requires permission from Reston Association.  It is also wise to consult with neighbors before altering the viewscape that we all enjoy.

Q:    Where are the rules set forth?
A:    Reston Association has a web page describing its covenants.  There are also cluster restrictions.

Q:    Can I paint my house pink?
A:    You may paint the inside of your house whatever color you wish. Exterior colors must conform to the Cluster palette (See " Rules and Regulations " for more information).

Q:   Is it permissible for a neighbor to operate a business out of his home?
A:   Reston's Residential Use Guidelines prohibit most commercial activities. Among other things, the Guidelines state "There shall be no evidence exterior to the dwelling that the property is used in any way other than for a dwelling including display or storage of goods, equipment or materials used in connection with the home occupation." and "No unusual, obstructive or intrusive vehicular or pedestrian traffic or parking requirements shall be generated..."

Contractors

Q:   Does Moorings Cluster recommend any contractors?
A:   No. However, Reston Association maintains a list of contractors.

Things That Fall From the Sky (Leaves, Snow, etc.)

Q:    What should I do with leaves that I rake up on my property?
A:    The best thing is to compost them. Alternatively, you can bag them and put them out with your trash. In any case, do not dispose of them in a way that adversely affects your neighbors' property.

Q:    How does the Cluster deal with snow?
A:    The Cluster has a standing contract to have Moorings Drive and Waters Edge Lane plowed when the accumulated snow depth reaches 2". If you shovel the snow on your own property, please pile the snow somewhere that it will not adversely affect your neighbors.

Money

Q:    What are the Cluster fees and when are they due?
A:    Expected Fees (final numbers here soon):  For 2002-2003, the Cluster Association fees are expected to be $720.  However, if you pay before April 1, the fees are discounted to $670.

Q:    Can I pay quarterly instead of as a lump sum?
A:    Yes.  Quarterly payments are $178, due April 1, July 1, October 1, and January 1.

Q:    How do I make out the check, and where do I send it?
A:    Checks should be made payable to Moorings Cluster Association.  They should be sent to the Treasurer, Frank Best, 1630 Waters Edge Lane.

Q:   When does the "fiscal year" for Moorings Cluster Association begin?
A:   Moorings Cluster's fiscal year runs from April 1 to March 31.

Q:    What is the Cluster Board?
A:    The Moorings Cluster Association...

Q:    When are Cluster Board members elected?
A:    In 2002 and all even numbered years, Block Representatives for Blocks 1, 3, 5, and 7 are up for re-election. In 2003 and all odd years, Block Representatives for Blocks 2, 4, and 6 are up for re-election.
