Board of Directors Meeting
11 January 2003

Meeting called to order at 10:40 a.m.

Approval of 14 December 2002 Minutes

Moved to approve minutes following amendment. Seconded and passed without objection.

President's Report

Audit Committee

Grounds Committee

Cluster has received proposal from Cardinal to apply mulch to Cluster plants (though not the barberries, which apparently do not need mulch, or the totlot). The proposal is being revised following negotiation over price (now below $1000), and will be available for discussion at the next BoD meeting.

Lights

Tim reported on conversations with RA about maintaining our F2 lights (the style we have) and about the decision by Lakeview Condominium Association to replace its F2 lights based on Kolb Electric's advice. The Lakeview decision has raised several issues:

Should we consider replacing our F2 lights?
Do we like the new Lakeview lights? (The sense of the BoD seems to be no. The fixtures themselves are not the problem; it is the light they generate, which is too bright and harsh in the opinion of some BoD members).
Should we raise our concerns about the new Lakeview lights? (Tim reported that RA approved the installation 2 years ago) .
Should we consider hiring Kolb instead of Galaxy to address our lighting issues? (Galaxy has not been very effective at working with Dominion Electric Power to resolve the problems we've had. Kolb has apparently had better success).

Tim agreed to talk with Kolb Electric about taking over maintenance of the Moorings Drive F2 lights. RA is responsible for the F2 lights on Waters Edge Lane.

New Business

Several homes have made improvements without DRB approval, including a replacement of aluminum windows with white vinyl. Such replacements require DRB approval. Although enforcement is a DRB responsibility, such activities have an impact on the Cluster and therefore we need to be concerned.

Tim will appoint someone to review this issue in regard to the palette and make a report back to the BoD.

We have received many responses to our request for listing information for the new Cluster Directory.

Block Representatives are asked to send copies of all responses they receive to Bill Berkson..

The next BoD Meeting will take place at 10:30 a.m., 8 February 2003, at Frank Best’s House (1630 Waters Edge Lane). Mark your calendars!
