Approval of June Minutes: (Bill Berkson)
- Minutes approved with amendments.
President's Report (Bill B.)
- Erin Frawley and her family have moved to Maine. We will miss her
participation on the Board and her family in the Cluster.
- Bill B. learned that Mary Buff spoke with RA about overflowing trash cans
on Moorings and at totlot. RA's performance at emptying and taking
care of trash cans has been erratic at best. Dog poop in trash has
caused odor problem.
- Two cherry trees were removed from behind Edie Lederman's house
- Edie Lederman has recommended replacing cherry trees with a dogwood.
- Grounds Committee to consider issue of replacement plantings in the
area.
- A stump was ground out; Thanks to Art Lambert for handling this.
- Two more trees need to be cut as part of Northern Virginia tree contract.
Apparently residents' parked cars prevented removal earlier this summer.
Treasurer's Report (Frank B.)
- Full report deferred until next meeting
- Briefly: Everyone has paid aside from Aminoffs.
Lights on Moorings and Waters Edge Lane (Bill B. and others)
- Waters Edge Lane lights: Reston Association (RA) has been notified
dozens of times that the lights are not working. Dan Warfield (at RA) claims
that Dominion Virginia Power is responsible, and that they have called Dominion
30 times since July 15. Apparently Dominion has issued a "work
order number", and their trucks were in the Cluster at least once.
It's not clear what else we Ð Moorings Cluster Board -- can do to rectify
this situation.
- Dan Warfield also reported the same thing to Pat Lenz. We apparently
are not a high priority for Dominion.
- Tim moved to create Cluster Lighting Committee to consider streetlight
issues in Cluster. Motion seconded and approved unanimously.
Bill Berkson will ask for Committee Members from the Cluster (specifically
asking Art Lambert, Gaylon Swanson, Tim Cohn and Carol Matthews).
- Cluster Lighting Committee is directed to draft stern letters to RA and
Dominion Electric setting forth our concerns.
- Sign Committee: Issues include whether to use square or angled tops
on posts.
- BOD recommends angled tops on posts.
- Fire lane signs: We can replace existing 22 signs with two 2x3
signs at entrance to WEL and Moorings.
- Sign Committee working on design to consolidate signs along paths that
enter Cluster.
- Sign Committee (Ron and Bill B.) presented proposed sign for walk entrance
to WEL.
- House Numbers: Sign Committee has no ÒofficialÓ recommendation
at this time, although it has given the issue considerable thought. BOD
directs Sign Committee to reconsider issuing a recommendation to be discussed
at next BOD Meeting and at October Cluster meeting.
- Sign issues, and specifically options for house numbers, will be added
to agenda for next meeting.
Report from Grounds Committee (Pat)
- Pat walked Cluster and is pleased with plantings given how difficult the
summer drought has been. ÒMeadow GardenÓ on end of Moorings has been
neatened up considerably over summer.
- Plan to put in daffodils on Moorings in ÒErin'sÓ garden.
- The Grounds Commitee considered developing the area between the triangle
and tot lot but have decided to only replace the dying dogwood tree.
New Business (Bill B.)
- Time and location for Annual Cluster Meeting: Thursday October 24th
at 8:00 in the Community Center at Lake Anne. (Tim to check availability
with RA).
- Time and location for BOD Meeting: Tuesday October 15th
at 8:00 at Pat Lenz (1666 WEL).
- Bill B. will determine whose terms are up and who is planning to rotate
off.
- Noted: Announcement of Annual Meeting and Special Meeting has to
be put out 10 days before meeting (prior to October 14)th.
- Issues that should be discussed at next BOD Meetings:
- Rules and Regulations Committee;
- Cluster Reserve Study (Bill Berkson is directed to contact Frank Cahoon
regarding the reserve fund).
