Meeting called to order at 10:15

 

Approval of March 6 Minutes

q      Minutes approved without amendment.

 

Discussion of Cluster Sign

q      Original sign had to be corrected.

q      General consensus is that sign is great.

q      Question: Do we want a light on the sign? Moorings lights and headlights do not illuminate sign.). Issue is referred to Sign and Signage Committee for consideration.

 

Moorings Drive Lights

q      Installers of sign (Anomaly) apparently broke power line to lights. Dominion Virginia Power fixed sign and will send us a bill. Anomalie has agreed to pay it.

q      Light in front of Wellington on Moorings may be working. Erin to check tonight.

q      Light in front of Carolyn seems to be a continuing difficult problem. Dominion has looked at it 3 times. Dominion has said there’s power; Galaxy Electric disputes this; light does not work.

q      Erin will call Galaxy and get them to call Dominion to resolve the issue and get light to work.

q      Question: Who should change the light bulbs on Moorings; Erin will check with Keith to see if he is willing to do it. It was suggested that it might be easier to replace all bulbs at same time, including those that are still working, to minimize the number of times this needs to be done.

 

 

Grounds Committee Report

q      Full report to be deferred to a future meeting.

q      However, GC needs to get moving on plantings this Spring.

q      Tim: Motion to authorize the Grounds Committee to finalize plan and begin plantings on Moorings Drive lovely. Andrew Second. Passed unanimously.

q      Butterfly Garden: We have been unable to identify suitable location. As a result, Butterfly Garden is on hold for the indefinite future.

q      Ongoing concerns were raised about performance of Blooming Spaces. Bill Berkson to follow up with Eric L. to try to improve performance on our contract. Bill to call this week prior to Cluster Cleanup.

 

Mulch

q      Apparently there is no such thing as “Free Mulch”

q      Cardinal will provide good clean totlot woodchips for $200.00.

q      Motion: Erin moves that we approve $200 to pay Cardinal to put woodchips on totlot. Second. Approved unanimously.

 

Trees Contract

q      After review of bids submitted, Northern Virginia Tree seems best (certified arborist; detailed bid; technically competent; 2nd lowest bid, but will do more work).

q      Will remove dead wood, prune Willow, deal with wild cherries over parking lots.

q      Bid is around $2200. (others were $1800 to $2500).

q      Also proposed spraying dogwoods and hemlocks. (additional $800).

q      Art: Motion to authorize expenditure of $2500 to contract with Northern Virginia Tree to prune and care for Cluster trees in consultation with Art. Second Bill J. Approved unanimously. Also, will consider also pruning crabapples as deemed appropriate.

 

Cluster Dues

q      Aminoffs have now paid last year’s dues.

q      Aminoffs are now delinquent with this year’s dues.

q      Motion: Erin: Moves to forgive the Aminoff the interest and penalty on last year’s dues. Second Tim. Passed unanimously.

q      The Cluster Board notes that the Cluster Treasurer is not authorized to forgive interest or penalties on dues without prior approval of the Cluster Board.

 

 

Cluster Cleanup

q      Need to complete painting the curbs yellow.

q      Need to cut back ivy.

q      Need to mulch area near Wellingtons.

 

Next Meeting

q      Cluster Board Meeting on June 1 cancelled.

q      Tim to talk with Frank about rescheduling.
